This page sets out the legal and ethical framework that governs immigration representation in Canada, the authorizations held by Dr. Alexis Noel Kamdjou, and the rights you have as a client or prospective client. It is published pursuant to the Code of Professional Ethics of the College of Immigration and Citizenship Consultants of Canada (2019-001), and reflects obligations under the Immigration and Refugee Protection Act (IRPA) and the College of Immigration and Citizenship Consultants Act, S.C. 2019, c. 29.

Who may represent a person in Canadian immigration matters (IRPA, section 91)

Section 91 of IRPA prohibits any person, for consideration, from representing or advising another person in connection with a proceeding or application before the federal government in immigration, refugee, or citizenship matters, except where authorized.

The only persons authorized to represent for a fee are:

  1. lawyers and notaries (for Quebec) in good standing with a provincial bar or the Chambre des notaires du Québec;
  2. Regulated Canadian Immigration Consultants (RCICs) in good standing with the College of Immigration and Citizenship Consultants of Canada (CICC);
  3. paralegals authorized by a provincial bar, within the limits set.

Using an unauthorized representative exposes that representative to sanctions (IRPA s. 91(9): fine up to $200,000 and imprisonment up to two years) and may harm your file.

Dr. Alexis Noel Kamdjou's authorization

Dr. Alexis Noel Kamdjou is a Regulated Canadian Immigration Consultant, IRB Specialist (RCIC-IRB), member in good standing of the College of Immigration and Citizenship Consultants of Canada, Licence R1053678, Class L3.

His status can be verified at any time through the CICC public register: https://register.college-ic.ca/Public-Register.

The title "Dr." refers to an academic doctorate. It is not a medical title and is not a legal title. Dr. Kamdjou is not a member of any bar.

Scope of Class L3

Since July 1, 2023, Class L3 is required to represent a person before the Immigration and Refugee Board of Canada (IRB). An L2 RCIC is not authorized to appear before the IRB.

The Class L3 held by Dr. Kamdjou authorizes him to represent clients before the four divisions of the IRB:

  • Refugee Protection Division (RPD), refugee claim hearings;
  • Refugee Appeal Division (RAD), appeals from RPD decisions;
  • Immigration Appeal Division (IAD), family-sponsorship appeals, removal-order appeals, residency-obligation appeals;
  • Immigration Division (ID), detention reviews, admissibility hearings.

This authorization is factual: it flows from the licence issued by CICC. It does not imply any comparison with other professionals or firms.

No outcome promise

Decisions in immigration, refugee protection, and citizenship matters rest on the discretion of IRCC officers, border services officers, or independent IRB members. No representative, regardless of experience or credentials, can promise the outcome of a file.

Dr. Kamdjou's office:

  • explains the statutory and regulatory framework applicable to your situation;
  • reviews documents, deadlines, criteria;
  • prepares and files applications, forms, written submissions, oral arguments;
  • represents you before the competent decision-maker.

The office never promises approval, a specific processing time, or a particular outcome. All communications (website, emails, advertising, social media) are drafted consistent with this rule.

How to verify an immigration representative

Before retaining any person in Canadian immigration matters, verify their status:

  • For an RCIC: CICC public register, https://register.college-ic.ca/Public-Register.
  • For a Quebec lawyer: roll of the Barreau du Québec.
  • For a Quebec notary: roll of the Chambre des notaires du Québec.
  • For a lawyer in another province: the relevant provincial bar.

If a person offers paid immigration services and is not on one of those rolls, that person is not authorized.

Professional liability insurance

In accordance with Article 13 of the Code of Ethics, Dr. Kamdjou maintains professional liability insurance (errors and omissions) that meets the minimum requirements set by CICC. A certificate of insurance is available on written request.

Fee policy

  • Fees are disclosed in writing before the retainer is signed. No charge is incurred before that written agreement.
  • Government fees (IRCC, biometrics, medical examination, other mandatory third-party fees) are shown separately, with the estimates available at the time of signing.
  • No outcome-based pricing. Fees are never tied to approval, processing time, or a percentage of the file's outcome.
  • No commission structure on fees (prohibited by CICC).
  • Payment terms (deposit, instalments, billing by stage) are set out in the retainer.
  • Any fee change during the mandate is made by a written amendment signed by both parties.
